sipX sends REFER to the "CME VoIP PBX Gateway" with the following

Which should have resulted to an INVITE coming from "CME VoIP PBX
Gateway" to sipX as follows

Obviously it never came based on the capture.
However, it did send NOTIFYs for 183 and 200 Ok merely milliseconds
away from each other which are obviously bogus.
If they claim to support REFER, also ask them if they support custom uri
headers in a refer. In this case X-sipX-Authidentity and REFERENCES
headers.

AN outbound call comes in to auto-attendant which upon entering "1"
should transfer to other internal extension. This fails and user hears

Can anyone see in the attached pcap if there is something wrong on
sipx side or itsp side.
