Correct,  that is my plan.  However it looks like the phones
are picking pool.ntp.org as their ntp server from someone
where. 

Our phones should be set by our local DHCP server.  However,
the <mac>.cfp has pool.ntp.org listed as the ntp server. 
Even with DHCP passing option 43 (ntp-servers) it still uses
pool.ntp.org.   I can manually edit the <mac>.cfg to change
ntp server1 0.0.0.0 and then when restarting the phone it
deos pick up our local NET server from the DHCP server.

However, i don't want to edit the <mac>.cfg every time we
set up a new phone.  I have been trying to find out how that
<mac>.cfg are initially generated.  like i mentioned earlier
we have looked in the website configuration screens and do
not set the pool.net.org anywhere.  I have also run a grep
on the /etc/ directory to look for any files that may set
it.  Is it possible the aastra phone have that as a factory
setting and are somehow transfering that to the <mac>.cfg on
the server? 

any other ideas?
