Option #1: There's now an event bus "Network Queue" that we hope to
use for apps that want to monitor current call state.  Fed info back
to a proxy plugin to reject calls after a certain threshold is hit.

Option #2: If you can come up with an iptables rule i'm sure that
could be integrated very easily.
