I think there is a missing point here... if sipx is registered and the calls are not being processed by the itsp, the outbound calls "will still fail". The inbound calls are inconsequential because there are multiple failover methods for inbound calls at this particular ITSP.
If the users can't make calls and something is stuck (authenticated or ip, connected or not) at either sipx or the itsp, sipx will not resort to another gateway. THis is because the proxy is not being told "anything" about the failure because of the ITSP state (being in la la land). It's been an ongoing theme for voip.ms since Sandy hity NYC.
