I think old password from 4.4 won't retain because in 4.4 pin is 
encrypted...In 4.6 we have 2 fields pin and password...
I will restore by following
    Keep existing SIP domain name----enable(because I want to keep 4.6 
sipdomain name and not from backup file)
Keep existing host name --- enable(because I want to keep 4.6 Host name 
and not from backup file)
Decode PIN---optional( if you need to use 4.4 passwords for users and 
admin but u can only able to decode 3,4,5,6(if its more you can't use it)
   Reset Voicemail PINs --- Any value but minimum is 4(I will give here 
instead of enabling Decode pin because this value will be  set as VM for 
all the users your restoring)
   Reset passwords --Any value but minimum is 8(this value will be set 
as password for all the users your restoring)
