G.729 codec is a standard codec. So there are many implementations, but
all of them are not free for use (due to G.729 license limitations).
GIPS is a good library, but it is too expensive for most of developers, so
Intel's IPP or VoiceAge may be better solutions here.

Yes, if sipX GIPS interface will work with recent version of GIPS library.
