You are using the asterisk iLBC coder/decoder right? Since it is distributed under GPL license, it can be used if the program is free of charge and you either provide source code or are willing to provide it upon request. It cannot be used if your program is closed source and/or you will charge for it. So I think it will be fine if you write a help on how to get it working and a warning that you are allowed to use it with sipxfoundry libs only if you don't breach the license of the codec. If you breach it its your own problem.
