even further testing revealed that this delay does not seem to be a problem 
with sipxtapi. I.e. it only manifests itself under certain circumstances, in my 
case becase I was testing using a digital handset calling a public phone 
number. Various other configurations: calling from a GSM phone, calling from a 
softphone, calling from a digital handset to the internal phone number, or 
calling from an analog phone - none of these showed this problem. 
 
Just wanted to let people know, expecially if anyone will run into similar 
problems later on.

Further testing seem to indicate that the delay is 4 seconds (can't tell if it 
is *exactly* 4 seconds, but at least very close to). I would assume that there 
is a separate thread created for receiving incoming traffic? I will try to 
figure this out myself, any help whatsoever would be very much appreciated, 
particularly if someone would know where would be a good place to start
