I have tried to keep the list of dependent libraries up-to-date in sipXportLib/INSTALL .. It really isn't a great place to keep all this, as it has prereq info for more than just sipXportLib -- all the sipX libs.
I just updated it slightly, for very recent changes -- i.e. the need for a new version of autoconf, since we need C99 integer checking support now. As for things like versions of ALSA -- that I do not have documented. I can tell you that the few developers, including myself, when testing on Linux, tend to test with Ubuntu 7.10 now, so that may help you out.
