Yes, we do not have this implemented under Linux. Fill free to submit
patch with implementation. :)

It is, if you have enough money to pay for it. :) GIPS solutions are expensive,
and that's one reason (but not only, sure) why people go for open-source
solutions. Back to your question - actually, most of features, available
only with GIPS are simply was not needed for anyone who use sipX libs
without GIPS. Because I think all of them quite easily implementable.
