Ah, I looked here:
http://incubator.apache.org/guides/mentor.html#bootstrap
and it says "Existing codebases need to be imported through the
standard IP clearance process. This means that a Software Grant
Agreement (SGA) or Contributor License Agreement (CLA) need to be
submitted for all copyright owners."
So maybe we have CLAs for all copyright owners except Traverse
Technologies. Since that code is GPL do we need a grant to relicense
it ASL or what?
