The problem is that you need to set format="yes" if you want to create the swap partition also in your imaged clients. So the question is... why si_prepareclient registered that partition inactive? maybe because it's not enabled in your golden client? To check if a swap partition is active or not in the golden client a simple `swapon -s` is executed in the golden client... so can you post the output of that command from your golden client?
