I agree with the removal of the rsync restart code.

Yes, but the problem is not in the filesystem... it seems to be just in
rsync 2.6.6 (suse 10.0)... anyway if it doesn't happen with other
versions I think we can remove the restart of the rsync daemon.. I never
liked that fix...
