This is because /etc/systemimager/updateclient.local.exclude contains a line
to exclude '/var/spool/*' when running updateclient.

I ran into the same issue and have gone around this by removing
'/var/spool/*' and adding a line for each directory except '/var/spool/cron'

e.g.
/var/spool/anacron
/var/spool/at
/var/spool/clientmqueue
/var/spool/lpd
/var/spool/mail
/var/spool/mqueue
/var/spool/repackage

Does anyone on the list know if there is a simple way to add an include?
Perhaps the update client script could allow an updateclient.local.include
file for cases like this.
