are you sure these nameservers just aren't responding to you at all?
they don't respond to me, so they may not be setup to be externally accessible.

the whois record looks fine, and the primary is handing out correct
responses.  the secondaries seemed to have some older data cached,
but i've sent them notifies & they look ok now.

right - someone between you and the master wasn't caching the fact that
install.sisuite.org is a CNAME - it was caching specific IPs instead.
this could have been caused by them asking the secondaries instead
of the master.
