I'm assuming you're using a recent stable release... Please include version info.

Take a look at /etc/init.d/rcS (look for read_local_cfg) and /etc/init.d/functions (this is where read_local_cfg) is defined.

These are well commented, and should help you to see where you should expect your local.cfg file to be read. Also, be sure to see the local.cfg in the examples directory of the docs, if you haven't already.
