I have never tried Fedora Core 4, so I can't give you a definitive answer. Though somehow I don't think it has anything to do with lilo (since you are getting login permission error).
You mentioned in another mail that you're having problems with your keyboard - perhaps the key mappings are wrong and thus generating the wrong password? Can you try to type the password in the prompt and see if it's correct? On a related note, I figured out the issue with grub and have a 'hack' to make SystemConfigurator work - please let me know if you want to try it out.
