Don't know if this will work since my DHCP and PXE servers are one and the
same, but try changing your dhcpd.conf to have:

        next-server [ip address of PXE server];

in the appropriate shared-network segment.  You'll still need the filename
parameter with "pxelinux.bin" in dhcpd.conf.
