It would be best if you would submit this as a comment on the "Understanding 
WCAG" document to the WCAG Working Group. See Instructions for Commenting on WCAG 
2.0 Documents at
http://www.w3.org/WAI/WCAG20/comments/

This way it is logged and best addressed through the Working Group (although it 
will take some time for the WG to get to it and reply).
