Participation in any Working Group is open to any W3C Member; this is one of the benefits of Membership<http://www.w3.org/participate/membership-benefits.html> .. the link for "benefits of Membership" -- http://www.w3.org/participate/membership-benefits.html -- leads to a 404 Document not found page. That's a shame, because I was hoping to read that page! :)
