Hi all,
I updated the website home to replace the "Test Builds" menu with
"Unstable releases".
Unstable releases now included links to server 2.3.1rc1 and jspf 0.9b4.
This is much more compliant with the new (few months old) ASF policy
about released artifact and the use of people.apache.org (that we don't
use anymore but for nightly builds).
I changed a bit the wording of the footer for download.html and
downloadunstable.html files, please review it.
I also added a new 2.3.1-DEV menu item to the server space, so to
publish the updated 2.3.1 docs/changelog.
