I think I've tracked this one down now, at least on my system.

Searching on the net, I found some references to this problem from 1999. 
perl -v showed that I was running ActivePerl build 623 which was much more 
recent and should have been OK, but it wasnt as simple as it seemed...

What I did today was de-install ActivePerl. I then found that the perl 
directory was still full of stuff, including a Win32::Process library dated 
1997. There was also a release note which points to the presence of a VERY 
old version (307) of ActivePerl. This had a process.pm under c:\perl\lib, 
whereas build 623's version was under c:\perl\site\lib. I assume that the 
307 version was therefore being used instead of the later one.

Moral: use extreme caution when upgrading your perl version.

I've now reinstalled ActivePerl in a clean directory, and my simple 
Win32::Process test script now works just fine.

Now I just need to rebuild all my modules... Arrrrgh!
