barrio). When he first  ran for the House in Austin, his Republican opponent 
ran a TV commercial saying: "New York  City? Get a rope!" Elliott won big and

history of Texas" series, Feldman tells us that in 1847, a year after  Texas 
became a state, there were 39,000 African slaves in a population of  142,000 
non-indigenous residents. About 75 percent of the slaves were owned by  the 
wealthiest 15 percent of the population -- and 67 percent of state and  
localofficeholders owned slaves.
