skalibs ./configure args of form VAR=VALUE ignored

In skalibs, ./configure --help says:

  To assign environment variables (e.g., CC, CFLAGS...), specify them as
  VAR=VALUE.  See below for descriptions of some of the useful 
variables.

Though specifying CC=<something> seems to have no effect.

Of course, the easy workaround of exporting the desired vars before 
running
./configure does have the intended effect.
