Annoying, isn't it? But it's a "service" from Apple, who creates this  
panel, including the "Preview" button. I guess you're warned by the  
title of the button. It hard links against Preview instead of using  
the default app (also note there is a difference from normal preview,  
as there is a Print button on the bottom that allows you to directly  
send the PDF to the printer).

If you want to see it in Skim, you could try following the  
instructions on the Tips & Tricks section on the Wiki.
