You have image-based and/or scanned documents. These do not have text to select -- it's all just dots, in a big image of the file. The only way to treat those documents is with an OCR function. If you have loads of time and a scanner capable of OCR, you can use that. (Scan and OCR each document...not fun. Very time intensive.) If you have a software OCR tool, use that. Despite kind of loathing the fact, I recently purchased Adobe's Acrobat Pro version (because it was cheap through the university) specifically to handle OCR for these kinds of documents.
