I don't see the problem here (MBP with Leopard). (1) I call up the contextual menu using control-click; I select the text tool from "tools"
(2) I highlight some text region. (3) The strikeout etc., tools light up and now I can use them. Conjecture: the PDF you are working with doesn't allow selection of text because the information for doing so isn't included in it.
