Works for me, both in the preferences and for individual text notes, see attached screen shot. And the preference sticks between launches.
Make sure the preview area in the preferences is selected (blue) when you change the setting (see second screen shot).
As for the line style, the only other style supported by PDFKit is dashed. But you won't see a difference unless you also set a dash pattern (a series of space-separated integers).
