Not. A browser plugin would be a completely unrelated app from Skim.  
Moreover, it's specific feature set would include none of what makes  
Skim special, as it is orthogonal to browsing. The difficulty in  
writing a browser plugin is almost completely about writing a browser,  
the PDF viewing part is almost trivial using PDFKit (it does not  
require much more than the available sample code). So there really is  
no reason why we should develop a browser plugin. Moreover, for the  
main alternative FireFox a plugin is already available from 
<http://code.google.com/p/firefox-mac-pdf/
