No, the split-pdf feature is mainly meant to show a /different/ part of the PDF, like the citations at the end. Therefore it makes no sense to move the secondary view together with the main view.

That's called Snapshots in Skim. In fact, the situation is the
opposite: split-PDF was added as a single-window version of snapshots.
