I can read it on my Mac (Snow Leopard 10.6.2) with both Preview and Skim.
I have just a font problem for the title page and the table of content
pages.
I have no problem at all reading it under Linux (Mandriva 2010).
IMHO, it is really a font problem, not something related to skim.
I may have additional fonts on my mac because I installed open office on it.
