I should have clarified that I was not referring to a disk file but to what you 
refer to as a 'remote URL' that links to a PDF.  I guess then you are saying 
this is something that Firefox (my browser), and not Skim, controls.

As an example of what my inquiry referred to, I may want to simply view (and 
perhaps print) a bank statement (stored as a PDF at the institution's website), 
rather than download it.

My inquiry was based on my experience opening 'remote URL' PDF's on a PC 
(although I currently use a Mac).  I would always see a dialog box with an 
option to either 'View' or 'Save' the PDF.  Presumably then, that's a function 
of Internet Explorer (that may or may not be available in Firefox) which allows 
a PDF to be viewed without being saved.

It's that I would like to be able to do on my Mac.

What you say makes no sense. When you click on a PDF file, then that file is 
already saved on disk, and Skim won't save it. If the file is not already 
there, then you can't click it.
Now if you are talking about clicking a remote URL that links to a PDF, than 
that's a totally different thing, and in fact has nothing to do with Skim. 
Remote URLs are opened by your default browser. This may forward it to Skim 
when it is a PDFm but that will happen /after/ the file is downloaded to disk. 
I.e., it's downloaded by your browser, not by Skim. Programs that can view 
remote files are called browsers. Skim is not  a browser, it is a viewer for 
local files, and therefore it cannot be configured for 'viewing only'.
As an aside, Skim /can/ download remote URLs, and it can be configured (from 
the Downloads window) to discard the downloaded file on disk (anything that you 
see locally must be downloaded, and that data must be located somewhere). But 
this is certainly not the function you're talking about, because this cannot be 
initiated by clicking anything, file or URL.
