Zoom to fit is not a setting. It's an action (just like zoom-in and zoom-out), 
to set the current zoom factor such that the PDF fits the window. The default 
zoom is controlled by settings, which is either a (fixed) zoom factor or the 
auto-zoom setting (automatically resize).

Except for using Automatically Resize as the default setting, you can 
alternatively choose to have the window for the PDF (instead of the PDF to fit 
the window) by default.
