No.

You can access (r/o) the tags from AppleScript, see the AppleScrip dictionary.

It is really not clear to me (and they never have made this clear) what the 
role of OM tags is, where they belong, amd how they should be treated (e.g. is 
it data or file metadata?) In fact, if I had to guess based on the 
implementations they should be considered file metadata, which implies that 
they should not be preserved for writing from a reader/editor like Skim (that 
would be more the role of a file manager app.) They're really very badly 
designed and badly implemented. Therefore implementation from Skim is very 
minimal, and read only.

They're read when opening a file, and accessible from AppleScript. That's it.
