Sorry, there's no support for proofreading marks.

Skim notes are not usable (or ever can be) on Windows machines. You can save  
(Export) the PDFs with the notes embedded in the PDF, which then will be 
viewable (and editable) on other programs including on Windows. See the FAQ for 
more details.
