You'd have to rasterize the PDF, operate on it at a fixed resolution,
and then display it as a raster. It would be a fun problem, but not a
good fit for Skim as a PDF viewer.

Having said that, Adobe Acrobat can reflow text, and it might be able to
help; I don't use it enough to know for sure, but it has a lot more
capability than Apple's PDF Kit.
