Gerard: Thanks for following up on this. The person who supports Skim has posted on the Skim news group explaining that he thinks this is an Apple bug:

I'm using Firefox 82.0.3. Surprisingly, using the latest Skim and Firefox, it works on a MacBook Air laptop but not on a desktop iMac. On the laptop the url has the '#' while on the iMac it is '%23'.
