Another option, apparently Emacs runs through ruby, so the Catalina grants its 
authority for emacs to Ruby rather than Emacs.app. So try to look for 
authorities for Ruby instead. I have Accessibility authority for Ruby, and 
using the displayline script from the shell in Emacs does work for me.
