Does not work for me! 

I changed the General > Normal to 200%, closed that Preferences dialog, quit 
Skim, reopened it. Yet when I then open a pdf in Skim, it reverts to the usual 
too-small magnification (for me) instead of the greater magnification I thought 
I had selected.

This is in Skim 1.6.3 under macOS Big Sur 11.3.
