That is really a far too complex, it is not really a setting. As should be clear from your rather lengthy description, which isn’t even com plate (as I still don’t see exactly what you want). Anyway, you can do what you can do, not something else. Perhaps you can also try the Open file setting to Fit to PDF. Although that is more or less doing it the other way around (i.e. fit the window to the PDF).
