Yes, I’ve eventually noticed there was a Skim menu bar and so I could open a PDF. I may have other Mac apps that open just with a menu bar, but they are not ones I use regularly, so my expectation was for a window. Thanks.

On a Mac, a program can be open even if no windows are open. You can cycle through open programs with the keyboard shortcut "command+tab" – doing that you should see the Skim icon and you should then also see the word “Skim” to the right of the menu bar (top of screen). You have to open a PDF to see a window (from the menu selecting File > Open or you can hit "command+O").
