It may be that /usr/local/share/guile/site is not in Guile’s search
path, so Guile doesn’t find htmlprag.scm.

To fix that, try:

  export GUILE_LOAD_PATH=/usr/local/share/guile/site
  export GUILE_LOAD_COMPILED_PATH=/usr/local/share/guile/site

And then re-run ./configure in Skribilo.

Perhaps the Ubuntu package is broken somehow?

If that is an option for you, I’d recommend using a more recent Guile
anyways (2.0.5 is 2.5 years old already.)
