Not that I'd have anything specific against it,... but I guess using a
very plain boring standard protocol is probably most widely accepted...
So I personally would suggest to either http, ftp or both.


btw: Another possibility would be that no one makes key dumps generally
available, and that people are (via documentation) directed to this list
where they have to ask.
Then each one, another person could provide a very current dump.

I mean it's typically not every day, that we get new keyservers,
although I must admit that the number of newcomers has increased
recently.
