As Arnold noted, that's me.  That's the on-link address typically used
as the source address for outbound connections, nothing much listens
directly on that IP for inbound.  This is the same physical host as
sks.spodhuis.org.

This is almost certainly http://sks.spodhuis.org/sks-peers -- a
spidering system giving stats summary, a DNS pool, etc.

sks_peers.py from http://people.spodhuis.org/phil.pennock/software/ has
the spidering component, a WSGI app.  The DNS generation uses a URL
endpoint to grab data, but is in a different script.
