Part of that may be my fault: when I wrote the http://code.google.com/p/sks-keyserver/wiki/Peering document, I went through various steps I considered useful and drafted an email template of "things that various people would like to see, that demonstrated that you read instruction and have clue and is most likely to get you peers" (connectivity, location, age of key-dump, proving that you *have* loaded a key-dump, etc). I don't think format requirements count anywhere near as much as content requirements :) and I just tried to give good advice. If other people are regarding it as a mandate then I've erred.
