Makefile still references it, so it should be there.
Moreover, there's even a bug report:

sks.pod is in FILES, so something should be wrong with the
contents of the directory from which the tarball was generated.
With my local checkout of tip 'gmake src' produces good tarball.
And even the name of the top-level directory is 'sks-1.1.2' and
not just 'sks' as in the released tarball.
