resetting \phi to 5 (from 10) the picture change a bit. Which, to some
extent, show how big the problem of non-responsive servers is.

The two-pass R-run is then

Array
(
    [stddev] => 1.0969120954533
    [var] => 1.2032161451516
    [mean] => 3.2907143391836
    [count] => 77
)

and the top 10 servers (included in pool) are
SRV 0 4526 11371 pgp.uni-mainz.de.
SRV 0 4093 11371 keyserver.fr.
SRV 0 781 11371 key-server.org.
SRV 0 724 11371 keyserver.ccc-hanau.de.
SRV 0 523 11371 keyserver.rainydayz.org.
SRV 0 367 11371 sks.spodhuis.org.
SRV 0 329 11371 pks.aaiedu.hr.
SRV 0 315 11371 keyserver.veloxis.de.
SRV 0 297 11371 keyserver.fug.com.br.
SRV 0 277 11371 keys.wuschelpuschel.org.

Which is starting to look a bit more useful.

The full SRV array is:
