Yes, but with slight variations. Also, although the file format is
very similar, there are new codecs involved that need to be added to
QT.

No. They can contain MPEG4 video data, but they wrap it in a
proprietary patented format that only MS's code will read. They have
sued companies that reverse engineer it.

It will be able to in future; this work is underway, and has been
demonstrated at NAB & WWDC. It is not part of QuickTime 5. The
extension will be .mp4 - it is a different file format than mpeg 1 &
2.

What do you mean by 'cross platform' in this context? QT, WM and Real
are all available on both Mac and Windows.
MPEG4 streamed over RTP should indeed be a good cross-platform
format, and the platforms it is expected to be implemented on go
beyond computers to 3G wireless devices. The industry group working
on making this happen is the ISMA:
