I just checked and the GIMP can do it.

Dunno if you are familiar with GIMP, but it is an open source (free) 
alternative to PhotoShop.  Not having logged any keyboard time on 
PhotoShop in years, I can't say from personal experience, but most 
people agree that if you can do it in PhotoShop, you can do it in 
GIMP.

It will run on just about any OS, is pretty stable, and the latest 
version is much more polished and has a more intuative GUI than its 
predicessor.  There are compiled installation binaries for all the 
different OS's - you wont have to roll yer own, so to speak =)
