Is that the vqso catalog?
Download the file and extract it to folder ..ciel\cat\vqso (you may
need to create that folder, depending on what you use to unzip the
file).
Then click preferences>catalogs and click the "catalogs" tab.
Click the help button in this window, and scroll down to
"Stars and Nebulae catalogs prepared with the CATGEN software"
for details of how to add the catalog.
